Guess I never uploaded this to U3DA. Sorry about that!
This is a zipped file. In it we have a few folders.
Auto Setup for Fluids Importer RSX can do it automatically, but you may not need to do this. You can go to
the Manual Setup for Fluids Importer RSX folder:
It contains just the rsx file. Load it as a plugin.
I have not messed with this for awhile so I ended up loading a sample file to get the interface loaded, in the folder:
FLuids_Package Sample Files/Sample Scenes and Objects/TS_RsScn_RsObj
brewscene is the one I loaded.
The user manual is very detailed:
C:\Users\Froo\Desktop\Fluid Items\Fluids_Package\User Manual\Fluids Plugin User Guide

I have been playing with Blender character animation for a bit now. Nellja and I are in the process of filming clips for our demo reels at present. So I hope to do more 3d once that is done.
