this is most likely for a camera (some something with a camera mount), when i see that screw on platform. The handle is pretty peculiar. Seems like one part of it can rotate to the side?

Yes the mount looks like it is for a camera BUT...
1) the picture was taken outdoors
2) on a wooden deck
3) the plunger lifts that little doohickey next to the thread (your camera angle was wisely chosen...)
4) it is not for your butt
So my guess........ it is used for application of liquid.
Either stain for a deck or liquid fertilizer for the lawn.
Or poison for the bugs or neighbors

As most everyone wrote, I also think it's a tripod for the camera. The side of the grip close to the user SPLITS into two and ROTATES 120 and -120 degree around the axis, likely forming two legs. That's why each leg has a square pad to place on the ground. When the legs are folded as shown in the photo, the user can hold the grip and point it like a gun-microphone or take a selfie.
There doesn't seem to be any ability to extend the neck, but the user can adjust the angle by loosening the 2D joint using the red button.

Yep it is a combination pistol grip and tripod for cameras. There is a red button on each side. Press them together to move the tripod legs and camera mount. Release to lock. I tried the pistol grip to smooth tracking of hang gliders. So far some better, some worse. Small portable tripod can be good.

I recommend target-tracking cameras or target-tracking drones.
What is it? (not for hang gliders).

@borgcone is that a new what is it?
I think it is a camera mount for smoothly moving the camera. Guessing white box has batteries, electric motor, and wifi or something to be controlled by a phone. Seems that the rotating movement would not be the one wanted though. Movies like moving time lapse need automated truck or dolly.

Well I see multiple bubble levels so my guess would be a laser for construction.
