Don't know why but I think it is an automotive tool for adjusting brakes on cars.

Really, it is a smallpox vaccination needle. The vaccine was cow pox, milkmaid's disease, not smallpox. A doctor noticed that people who had cow pox were resistant to smallpox so they used that much less deadly disease for the vaccine. Smallpox is extinct now except for samples in highest security laboratories in the USA and in Russia. Those of us old enough to have been vaccinated have small round scars on our shoulders. Mine has healed so that I'm not sure which shoulder it is on now.
