ok, so let me think about it... the rod is made of metal... is it hard metal? can it bring something (screwed in that) thru someting else, maybe thru something hard? And do you screw somehting on it, use the rod to help it go somewhere, then you unscrew it, retrieve the rod and let the other thing in there do its job....? is that logic right?

The device is a paracord lacing needle (or fid) used when creating paracord bracelets and other crafty things out of paracord:

Yes it's a fun hobby. I used to make a ton of bracelets back in Sweden, I hobby I may take up again if I'm really bored in the future haha.
As for your device... Looks like some kind of springloaded camera contraption where a camera (like a go-pro) can be mounted on the platform with the screw, this platform being pushed inwards, then being released by pressing the rear part of the handle... but... why? So far I actually fail to see the purpose of the device so I'll have to give it some more thoughts.
Edit:
On second thought it could also be a front grip for a shotgun/rifle that turns into a stand by folding the grip up and then splitting the two handle components outwards in a V shape.

I'm actually going with my first assumption in that it's a mount for a camera and say that it's actually a tri-pod, where the rear part of the grip splits in two as well, creating a tri-pod for the camera to rest on.
