I found this cool free japanese image online resizer using AI neural network, work on artwork and photo:

Yes, i have make some test with some old image from trueSpace gallery, when you resize the image X2 in waifu2x-caffe with the good settings the image is really better, also by checking the TTA box the image is improved and take more time, you need to play with the settings to find the best image quality but it's really better than resize in most image editing software also you can batch images in waifu2x.
