Correct. Movie set. This is Blondie Street at "The Ranch" a Warner Brothers studio back lot where many TV shows and some movies were filmed. The original buildings were built in the 1930's or 40's. There have been fires and only a few of the original homes remain. It used to be much larger with city areas, a western area, and more. The top photo shows the Partridge Family house and, to the right, the I Dream of Jeanie house. The Jeanie house is now the office for Ranch operations. Most of the houses are unfinished inside with interiors filmed on sound stages. The Bewitched house, home of my youthful celebrity crush Elizabeth Montgomery, is here. Griswald's from Vacation, Lethal Weapon, Gidget, Flying Nun. Interesting that we keep seeing this neighborhood in movies and TV but don't know it.

It may be a splash guard for a urinal under a black light. Not that I've had any experience with photographs of that. (cough)
