Would " Taut I Taw a Puddy Tat" be a hint?

That is a good tool shed picture Spacekdet.
My first impression is a sprinkler. The ones in buildings in case of fire. I looks heavy duty for one of those so maybe it is a big one for places like warehouses. There also are no "fan blades" to spray the water. F593C reveals that the bolt is ... a bolt. So, first guess is fire sprinkler.

It must be one of those bird feeder and squirrel shredder combo machines.
I think it runs on earthworm castings, either that or coffee grounds. Perhaps we could get a demonstration of its mighty power?

It will definitely shred.
No tweety birds involved unless they happen to be flying by.
Sprinkler is close but no cigar.

It will shred, sprinkler is close, no tweety birds.
I hoped to find the size of the bolt to guess the size of the thing. "F593C" is a type of stainless steel. "THE" means Tong Hwei Enterprises manufactured it. So no clue about its size. Stainless is not as strong as regular steel and F593C is not exceptional for corrosion resistance. So corrosion is the dominant factor for using this bolt but neither force nor corrosion large. I think the device is exposed to fresh water. "Sprinkler is close" indicates that the item's function could be related to sprinklers or water.
The circular items are off center. That is, they don't share the same center.
The yellow ring is out of focus as is part of the outer grey ring. The rest is in focus. The yellow ring must be closer to the camera than rest. The outer grey ring is probably a cylinder threaded on the inside. Something treads into that cylinder. Possibly a cap or pipe.
The painted part has a grain like sand cast metal, one ring has machine tool marks and the paint fills part of the threads on a screw. I think the yellow ring is no larger than an orange.
The square-head screw in the upper left extends through the casing and the outer grey ring to press on an inner grey ring. A screw is used like that to connect rotating parts such as an axle and pulley or secure a part inserted in another.
Deeper in the object is an area with probably 6 openings that is rusted or coated with something.
So I think:
- the part in the photo is no larger than an orange
- the device is related to water
- there may be rotating parts
- the 6 openings are rusted
- a pipe connects to it
"Berkeley". Likely a brand name. Hmmm.

Man it's been awhile; been insanely busy with work and house repairs and updates... hi Everyone!
Hm... I believe spacekdet has an elderly doggie; he also has a canoe. Maybe an engine for a boat on the lake where he lives.
Pff it's late; time to go home and get outta this job for the night!

A Berkeley jet drive?
At first I was going to say Propeller but looks like Berkeley does not make those.

Searching for Berkeley and Water produced this http://berkeleypumpcatalog.com/. Is it a water pump from this company?

Whoop! Whoop!
indeed, it's a 7.5 hp (yipes!) water pump destined for installation at a local resort.
You were looking at a close-up of the intake. 'About the size of an orange' was just about right.
Here is a little slice of the 'WIP' running on the temporary pump. Currently waiting for the electricians to do their thing bringing us power before we install the new Berkeley.
It's going to supply the irrigation system that we're installing around the lodges in the photo.
Those heads are 65 feet apart, and we'll be able to run 8 of them at a time. < Insert Tim The Tool Man grunting sounds >
Here it is in all it glory, waiting on the bench:

Oh, that's why sunset is so early. It's not seasons it is those super sprinklers. Their thrust has changed the rotation of the Earth.
