Are the tsxAPI*.doc redistributable? License terms?

I'm remastering my old plugin for trueSpace series as I wrote in:

It works as an alternative Python interpreter, and users can call most tsxAPI functions described in tsxAPI*.doc using Python scripts. We were able to download SDKs freely from Caligari's (later Microsoft's) site in those days, and I downloaded (as far as I know) all SDKs and their tsxAPI*.doc. But it's difficult to find stable download sites for the SDKs nowadays, and users may not be able to use this plugin practically or effectively without the documents. So, I wonder if I should bundle the tsxAPI*.doc with my plugin I'll release in the near future. I read Caligari's old download page backed-up in 2001 and each of documents to check the license terms again, but cannot find any information.
My questions are;
Are the tsxAPI*.doc in the tS SDKs redistributable?
Is there any license information of tsxAPI*.doc?
Should I ask Microsoft support?
