and you want to put a hangman's noose around the bottle neck showing crinkly foil where the rope tightens on the foil,.....correct?

Like this, yes, but more realistic .

It is for a book cover my wife is writing.
Now I think I would prefer to use a more transparent plastic film instead of an aluminium foil.
I tried the soft paint brush, and I think it could be done with this method.
