There are several ways of making clothing for your character/figures. It can be done through a texture map or you can start fresh by modeling.
One of the ways I will make clothing is actually quite simple but very effective.
I will give you step by step instructions on how this is done.
1) Load your model/figure into TrueSpace.
2) Make a copy of the model/figure and move it to the side as you will use this later.

3) If your figure consists of several parts, you will need to use the hierarchy to drill down to just the area you want to make clothing for. You can see I have only the main body selected.

5) I wanted to make a shirt for the crow, so I used the delete face tool and deleted the faces where I want the shirt to be.

6) Next I delete everything except the area I intend to keep.

7) Now move your copy of the model/figure back into place and align the polygons up of the shirt to that of the model/clothing.
8) You will need to do some resizing of the shirt to make it work, in this case I rescaled the shirt and then used Point Edit: Vertices until I got the shirt to where it was on the outside of the model/figure.
9) This is just the basic, you can now add wrinkles to the shirt or deform it in any way you prefer.
