A SplineIK with a cylinder and hooks used to animate them - with the hooks set to an IK arm with stretch.

I guess. I use a similar technique for my mouth/eye rings.

This also will depend on the software you're using. What do you want to do it in?

Ah yes. I've used this heavily. You can't imagine. There is also an addon that integrates the system into Blender if I'm not incorrect.

I was stuck quite a bit trying to get a good wrist and forearm twist. IK upvectors weren't cutting it. I couldn't offset (without drivers) the IK pole. Nore could I have proper rotation constraints.. it seems Euler is just.. a concept and all bone rotaiton is ultimately in Quaternian. Local also isn...
