hi i want to extrude a small thin neck on the opening pointed out in screen capture attached,whats the best way of doing this ,ithink ive made the drawing in feet and inches so the object is 7' long 5' wide 3'high , i want the neck around opening to be approx 2" the height is not important but just to give you a rough idea

I'd like to help but don't understand exactly what you are trying to accomplish. Maybe a sketch on top of pic to show us how you want it to look?

You can sweep multiple faces at one time by holding Control key while selecting them.
Use Shift key to deselect any that you grab by accident.
The Sweep is performed along the 'Normal' ( pointing straight out from) of the last face selected so select the face that's headed in the direction of where you want the spout last.
So you may be able to select the faces that form the lip of the spout and sweep them out to form the spout. It all depends on how you have it constructed if this is possible.
A couple more tips:
Save the object first into a new or existing Object Library in case something goes hinky.
To make the spout a separate object, rather than an extension of the tank, select the group of faces that form the initial shape and then click the 'Separate selected part of object' icon.
This immediately makes a copy of the selected faces as a new object which then can be swept into the spout.
